Mag. Dr. Sabine Vogler, Director of the WHO Collaborating Centre for Pharmaceutical Pricing and Reimbursement Policies, is head of the Pharmacoeconomics Department of the Austrian National Public Health Institute. She is also affiliated to the Department of Health Care Management of the Technical University of Berlin (Germany). In 2017, she was a Visiting Fellow at the Department of Economics at the University of Bologna (Italy).

She graduated in commerce from the Vienna University of Economics and Business Administration and holds a PhD in social and economic sciences from the Vienna University of Economics and Business Administration. She is habilitated as Associate Professor for Economic Policy in line with the Italian National Scientific Habilitation regulation.

Sabine Vogler is a senior health economist and pharmaceutical policy researcher with over 25 years of experience of surveying, comparing and evaluating pharmaceutical policies as well as measuring and analysing access, affordability and availability of medicines. She has in-depth knowledge on European countries with regard to pharmaceutical pricing / prices, reimbursement, procurement and distribution. Sabine Vogler coordinated numerous research projects at national and European levels and was pivotal in establishing the PPRI (Pharmaceutical Pricing and Reimbursement Information) network. She was involved in the Expert Panels of the WHO Guidelines on Country Pharmaceutical Pricing Policies (panel member 2011 and co-chair of the Expert Panel in 2020) and has been involved in the WHO Oslo Medicines Initiative (Novel Medicines Platform) and is member of the Technical Advisory Group on Pricing Policies for Medicines.. Sabine Vogler (co-) authored more than 200 Austrian, European and international studies and reports, including peer-reviewed articles in scientific journals. She is member of the Editorial Board of Pharmacoeconomics – Open, of the Generics and Biosimilars Initiative (GaBI) journal and of the International Advisory Board of the Pharmaceutical Policy and Practice (JOPPP) journal as well as an Associate Editor of the Pharmaceutical Policy and Practice (JOPPP) journal. She has been lecturing at several universities, including the Economics Department of the University of Bologna, the Department of Health Care Management of the Berlin Technical University and the National Public Health School of NOVA Lisbon University.. She is member of the board of the European Drug Utilisation Research Group (EuroDURG).
